Templates are the tools used for requesting new policy authorization.  A template—which can be composed of CFR Data, Data Islands, existing templates, boilerplate data, authorizing documents, and free-form text—can be built within the WebOPSS system.  There are essentially two main operations to building a template: defining the data islands and building the template.
